Abstract Over the past two years the United States and its allies have pushed artificial intelligence into the planning and targeting work of combatant commands and alliance headquarters. Four echelons down, in the company office where plans become action, most leaders are still working with tools that were never built for the job. This article argues that what slows planning at that level is not a shortage of decision making but hours of mechanical labor.
